Impact of new Fisheries Policy 2022 on Fishers of Chhattisgarh (CG)

Abstract

The fisheries sector plays a significant role in livelihood generation, nutritional security, and rural economic development in the state of Chhattisgarh. Recognizing the growing importance of inland fisheries, the Government of Chhattisgarh introduced the Fisheries Policy-2022 to promote sustainable utilization of aquatic resources, enhance fish production, and improve socio-economic conditions of fisher communities. The policy emphasizes decentralized governance through Panchayati Raj Institutions, long-term leasing of water bodies, promotion of fisher cooperative societies, scientific aquaculture practices, and effective institutional monitoring mechanisms. Special focus has been given to the utilization of underused water bodies, integration with national schemes such as the Pradhan Mantri Matsya Sampada Yojana, and productivity enhancement in reservoirs and ponds. Despite its progressive framework, challenges including unequal access to resources, limited technical awareness, inadequate marketing infrastructure, financial constraints, and climate-related risks continue to affect effective implementation. The policy represents a significant step toward inclusive fisheries governance; however, strengthening institutional coordination, technological adoption, and capacity building remains essential for long-term sustainability. The study highlights policy provisions, institutional mechanisms, and implementation challenges influencing fisheries development in Chhattisgarh.
