Partners in progress: Western higher education expansion as a catalyst for knowledge economies in the global south

Abstract

This paper explores how the international expansion of Western higher education institutions (HEIs) particularly those from the United States and the United Kingdom has evolved from mere market outreach to playing an active role in the formation of knowledge economies across the Global South. Through a comparative case study of three flagship campuses Carnegie Mellon University Africa (Rwanda), New York University Abu Dhabi (UAE), and the University of Nottingham Malaysia this research investigates how different leadership models, governance frameworks, and strategic intents influence national development outcomes. Using theories of knowledge economy development, adaptive leadership, and global academic strategy, the study examines how Western HEIs navigate the tensions between academic integrity, political realities, and development objectives. The findings highlight the shift from export-led education models to ecosystem-building partnerships, revealing both risks and opportunities. To guide future collaborations, the paper proposes the “Mutual Value Partnership” (MVP) model: a leadership-centered framework that centers co-creation, knowledge reciprocity, and system-level integration as the foundation for ethical and impactful transnational education
