Valuation of technology, biodiversity and genetic resources: Developing Conceptual frame work and methodology for valuation of technology-a case of Pant Dhan 10

Abstract

This paper develops a conceptual framework and methodology for the economic valuation of agricultural technologies, biodiversity, and genetic resources, with a case study on the rice variety Pant Dhan 10 developed by GBPUAT, Pantnagar. The study recognizes the dual impact of agricultural technologies on biodiversity and productivity, stressing the need for integrated valuation approaches. Using cost-benefit analysis, the paper estimates the economic worth of Pant Dhan 10 by accounting for the compounded investment in its development and release, and the benefits derived over its 14-year economic life. Key findings reveal a net value of ₹483.19 lakhs, highlighting significant returns from public investment in crop improvement. The paper also documents the diversity of plant genetic resources developed and conserved by the university, identifies challenges in adoption, and integrates national and international valuation models including hedonic pricing, real options, and discounted cash flow. The framework offers insights for policymakers, breeders, and economists to prioritize research investments, design incentives for conservation, and develop efficient pricing and dissemination strategies for agricultural innovations.
