Exploring awareness and accessibility of the Pradhan Mantri Kaushal Vikas Yojana: A secondary data analysis

Abstract

This study offers a critical evaluation of the public awareness and inclusiveness of the Pradhan Mantri Kaushal Vikas Yojana, a major skill development program initiated by the Government of India under the broader Skill India Mission. Utilizing an in-depth secondary analysis of official government documents, scholarly research, and empirical evidence published, the research explores how effectively the program has reached its target population. Particular focus is placed on outreach efforts, the influence of socio-demographic factors, institutional engagement, and the use of communication strategies. While PMKVY aims to enhance the employability of the country’s vast youth demographic—especially those with minimal access to formal education—its implementation reveals significant disparities in awareness, especially among rural, underprivileged, and socially marginalized groups. Key challenges include digital exclusion, inadequate collaboration between institutions, gender-based limitations, and weak community outreach. Moreover, the Recognition of Prior Learning component, intended to formally certify informal skills, remains largely overlooked due to limited public understanding. The findings highlight a substantial disconnect between policy objectives and ground realities. The paper concludes with policy recommendations that emphasize the need for decentralized awareness campaigns, stronger local institutional involvement, and the strategic use of vernacular and community-based media to improve the program’s inclusivity and overall impact.
