Challenges in the transfer of land use rights in Hoa Lu district: Ninh Binh province

Abstract

This study aims to explore the practice of land use right transfers and clarify the challenges in implementing these transfers in Hoa Lu district, Ninh Bình province, from 2019 to 2023. Using secondary data analysis combined with in-depth interviews with specialized officials for primary data collection. The study identifies some challenges in land use right transfers in Hoa Lu district. These include tax evasion, unclear criteria, and management subjects in legal documents, resulting in overburdened land management systems. Furthermore, regulatory barriers exacerbate the risk of disputes in land use rights transfers, ultimately reducing the effectiveness and efficiency of land management at the local level.
