From vision to execution: A bottom-up strategic planning approach for addressing diverse students' needs in higher educational institutions in India

Abstract

This study explores the role of bottom-up strategic planning in addressing the diverse needs of students in Indian higher educational institutions (HEIs) with reference to Pune City. Recognizing the limitations of traditional top-down approaches, the research highlights the importance of grassroots-level participation by students and faculty to create inclusive and effective institutional strategies. Using a mixed-methods design, the study analyses data from surveys and interviews conducted across 10 HEIs in Pune, involving 100 students and faculty members. Findings reveal that while existing institutional policies promote inclusivity, challenges such as resource constraints, communication gaps, and limited student participation hinder their effective implementation. Faculty members demonstrate high awareness of institutional goals, yet linguistic diversity and infrastructure gaps remain areas of concern. The study underscores the need for enhanced training, collaborative policy-making, and improved monitoring mechanisms. By integrating localized insights and fostering inclusivity, the proposed bottom-up approach can bridge the gap between institutional vision and practical execution, ensuring equitable outcomes for diverse student populations.
